MEMORANDUM FOR SEE DISTRIBUTION SUBJECT: Implementation of Single Stock Fund Bypass for IFS 1.Reference Memorandum from the Assistant Chief of Staff for Installation Management, dated 22 December 1999, Subject Single Stock Fund Reduction of Engineer Inventory and OMA Purchases. 2. To implement the removal of Engineer supplies from the Army Working Capital Fund (AWCF) some times called the Stock Fund. The plan identifies those actions to be taken by the installations, Forts Lewis and Sill before 1 April 2000, as well as those required by all installations/activities for full implementation on or before 1 July 2000. 3. The Assistant Secretary of the Army (Financial Management and Comptroller) has directed that all non-standard, non-army managed material be removed from AWCF funding. This will result in engineer material assets to support the work of the Directorate of Public Works (DPW) to be consumer funded. That is the DPW’s Operation and Maintenance – Army (OMA) or other consumer funds, will fund all stocks. 4. It is imperative that all installations work effectively to reduce inventories to a minimum essential level to reduce the impact of assuming the cost of transfer. Procedures were published in the referenced Memorandum. Wherever possible, inventories should be reduced before the fielding of IFS ICP 12-02 and before the conversion to Single Stock Fund. 5. Accountable officers must begin now to plan for the transition out of the stock fund. It is recommended that the Accountable Officer take the action outlined in the referenced memorandum. 6. Programming changes to the IFS are being coordinated between Software Development Center-Lee and Defense Finance and Accounting Center-Indianapolis. These changes will essentially be transparent to installation activities. An ICP 12-02 plan will be published by Software Development Center-Lee. There will be no policy changes regarding management of the basic engineer supply business practices. 7. Any changes in timelines and suspense will be published as addendum to the enclosure.
